Allow privileged users to waive data embargoes on an observatory-by-observatory basis.

Add warnings to HAPI "about" and "info" endpoints about data embargoes."

Modify HAPI "data" responses so that requests outside the "start" and "stop" times for the data set (as reported in the HAPI "info" response") generate an error, rather than returning a response consisting entirely of fill values.

Fix inconsistencies in the way modification time and data directory lists are calculated for the "best available" publication state so that the results are consistent with values returned from the data service.

Additions to the web services documentation explaining what "best available" data is and how it is calculated.
